window loading problem

Trying to help friend's pc, IBM laptop running windows me, It actually loads but there is no desktop at all. When I press alt + ctrl + delete there is no programs running. Would a bootdisk help and if so where can I get one that will boot me up to windows? Thanks
 
Any history on this (how did your friends machine get like this?)

Can you get into safe mode? (press F8 or Ctrl key as - just before - Windows starts to boot). If you can, it suggests its a driver issue - or perhaps software loading st start up.

You can download an ME boot floppy from - but this gets you to a dos prompt, not windows. From dos prompt, you could try running scanreg /restore. This should display last 5 or 6 backups of the registry - you can select one to restore (eg, one dated before problem started).
