Window control buttons corrupted in Windows98 (radio and check too)

Is this happening in all programs or just a select few? If it is happening in all programs I would suspect one of three different things.
1. Virus
2. Video card going bad.
3. Monitor going bad.
First thing I would do is run an updated virus scan (never hurts anyways). Then if nothing is found I would swap monitors and see if the problem still happens. If it does then I would swap out the video card. But, this is only if it happens in all programs. If not let us know what ones then we can look into different options for you.
