WIN_API PROBLEM ON TERMINAL SERVER

I have a forms with win_api sentences, in the pc's connected directly to the oracle database the forms work fine, but in the client with terminal server, forms send me the following error's message

FRM-40734 Internal error : PL/SQL error occurred

Mi configuration is:
Oracle9i Enterprise Edition Release 9.2.0.1.0 - 64bit Production
Forms 6i [32 Bit] Version 6.0.8.13.0 (Production)

Does that user has appropriate environment to use that library? Is d2kwut60.dll within PATH at least?
