Win98SHutdown After 2nd CDROM

This is a WIN98 2ndED EMachine 600 Cel with the usual stock CDROM and one HD and modem (ie, nothing special). In stock condition it powers down at shutdown EVERY time. With a second CDROM(actually a Mitsumi 2x8 CDR) it goes to the logo/shutting down windows screen. Hard drive activity stops, and it has to be manually turned off. Remove the 2nd drive (either one) and its fine. Swap the IDE controllers, prim/secondary,etc and no change. I tried the microsoft patch.

Ideas? Thanks
