Why does an error message read "not enough free memory to run Defragmentation,stop some programs and re-fragment you computer
 
Windows is not properly allocating base memory, in other words, there's no upper memory management loading (it should be).
Try your defrag in safe mode.
Do a step by step boot, and see if you're getting himem.sys loaded. Cheers,
