Win98se won't load while USB modem connected

I have to disconnect the modem USB lead from the computer for Win98se to load. Ditto for external hard drive.

They are OK if I plug them in after windows has loaded.

Is this a common thing and is there a solution that would enable me to leave the devices connected?

Check you don't have either "USB devices" or "other devices" selected as bootable in the BIOS.

But some machines, especially Dells seem to be prone to this annoying 'feature'.

You may want to get a usb 2.0 card and try booting wit the devices on them
