Win98 with MSDE Standalone

I have a Win98SE Standalone that I have loaded MSDE on. When I try to attach a datbase I must use sa to attach the database. But when i try to open up the database I get an error of null username and the SQL database. If I strip out all usernames and just use the Windows family with no username I get the same error
So far the only workaround for getting this to work is to upgrade to Win2000Pro or XPPro.
But that takes away from the "free" MSDE use.
Any suggestions?
