Win98 SE won't warm boot, stuck in a "loop."

If I need to restart, I have to totally shutdown.Otherwise, I just go into this sort of loop de loop deal, it just keeps repeating itself, flashing the Compaq logo over & over again. I'm fine with a cold boot however.
