Win98 Screensaver Password

When I fully login to the network my WIN98 screensaver password works fine. When I am remote at a client location and escape past it my screensaver does not work. I used to have it setup so that it would work regardless of my login state. I can't remember what I did last time to get this right. Your help is appreciated?
