Win98 customize folders

for the past days I've been wondering about the customize folder option in windows98(view>customize this folder>create html)
and I was wondering if there are sites that might have scripts to change the appearance of the folders. I tried to change the appearance but I'm no expert at java. And I know that the folder is capabel of looking like those on WinXP(winxp doesn't have the "customize this folder" option)
