Win98...Blue Screen Error Part2

I repeatedly get this error: it is a blue screen with "unable to write to C drive, data or files may be lost." This only (but nearly always) occurs when I am installing a program from the CD-ROM. I put together a new computer and I still get this error. Scandisk does not fix this, nor does Norton SystemWorks. I have run everyscan I can think of. I have looked many places but have been unable to fix this. Please help me!
