Win98/2 freezes after reinstall

Installed a new sound card and Vid card and fatal errors and freezing occured.
Power supply then started burning. Replaced a 250w with new 300w ATX and installed just the Video Card. ATI All In Wonder. Reformatted and Reinstalled Windows OEM disk comleted successfully. But, after third reboot system locks up.
Is there a possibility that the MOBO may have damage from the PS getting fried?
Is there a possibility of Win 98 corrupted disk.
I am beginning to lean towards the fried MOBO.
