win95/98 nt extensions

I have heard that there are files system extensions available for win95/98 that will allow me to change NT file permissions (ie ownership, read write execute etc). Could some one plese point me in the right direction as this would be a great help for me.

on the NT 4 Server there is a directory called \clients\srvtools\win95 this will give the admin tools to a win95 workstation. It also provides an extension to the windows explorer to add what you need.
