Win2k3 server time config

Hi, I have Win2K3 active directory. We donot have a dedicated time server for our network. But we do have other time servers by which I can sync my DCs. When I run the command
NET TIME \\<server name> /SET /Y
I get the error msg
System error 53 has occurred
The network path was not found.
I can ping the NTP server from the Win2K3 DC server.
I am trying to do this because every 3-4 days my DCs are out of sync with other desktops and member servers. I am not able to understand why this is happening.

Basically...

DC's pick up time from the DC that holds the PDC FSMO role.
Member servers and Workstations pick up time from the authenticating DC at boot time.
The PDC FSMO role holder should be configured to pull time from a source on the internet (for 2003 default is time.microsoft.com) Oubound access to Port 123UDP must be allowed on the firewall.
