win2k3 no network protocols negotiated over L2TP demand dial

I am running windows 2003 server standard and small business on two different servers. I am using the win2k3 standard as a vpn server and I want the SBS to be able to demand dial into it. When it attempts to demand dial into it, the vpn server reports that the client has been disconnected because no network protocols were successfully negotiated. The vpn client machine just keeps redialing not reporting any problem. If I disable the demand dial interface and just set up a vpn connection through the wizard it works fine. Unfortunately, I need the demand dial interface working. I checked the firewall on both machines, no dropped packets. Any ideas? Thanks
