Win2k VPN issue

A client of mine has installed a Windows 2000 RRAS VPN server for their network, we are down to one last issue. Administrators can log in and browse the network when calling from a Win2k system, but cannot browse when they log in from any other OS. All other users cannot browse from any system. Net Use works to connect and ping resolves names of machines. The RRAS server has both WINS and DNS configured in its IP settings, the clients all pick up both addresses. Only a few users will require the ability to browse, but as normal they are going to be the higher ups in my clients organization.
Any useful suggestions would be appreciated.
