If SP4 was installed with the option to back up current config, you can just uninstall SP4 - just run \WINNT\$NtServicePackUninstall$\spuninst\spuninst.exe.
If no backup taken, then can only suggest doing a repair reinstall (either with an SP3 install CD - you can create one - eg,
Repair reinstall is where you boot from 2k install CD, choose new install (NOT repair). It should find installation & offer to repair it. Accept this (type R).
