Win2K Reboots in a loop always

Has anyone had win2k go into a loop at bootup? I can't even go into safe mode. I've had a similar problem before but all I had to do is manipulate the video drive an problem was fixed. If anyone has any ideas feel free to share... I've tried the hard drive on a different PC/same model same specs it does the same thing. So, that leaves me with an issue within the operating system.

Can anyone help?

Performed:
Repair with ERD
Repair without ERD
Fix boot sector
video card
memory
swap HD to different PC/same specs same model
 
I had this problem a while ago - try getting the latest bios update for your motherboard - it worked for me!!
