Win2k Prof. RAS Server dialin control

My client wants to be able to control the RAS server dial in on win2k prof. so that the time that the phone will be answered is under program control.
I can't find any API way to do it, so currently I am start/stopping the RemoteAccess service. Only problem is that this service is badly written and eats handles+memory each time it is start/stopped. Also it sulks every now and again and just hangs when told to stop.

Anyone got any bright ideas ?
