Win2K-MySQL cyrillic problem

Hi!
Win2k-PHP4.3.3-Apache2.0.43-MySQL4.0.15
I collect data from MSSQLServer,Access and MySQL. When I use MySQL, fields with cyrillic symbols from MySQL are not displayed correctly in the web page. But this problem doesn't exist with MSSQLServer and Access.
If I use MySQL-client cyrillic data is displayed fine...
Web page encoding is set to CP-1251.
Does anyone had such a problem? And where is the problem - in MySQL or in Apache?
