Win2K doesn't shut down, only restarts after installing DVD Burner

I installed LG DVD burner. It's set as secondary master. Power supply is 420. I have an AMD 1.3 with 1G ram, I removed my CD burner and put in a DVD burner. At that point my computer restarted and I got System disk error. Had to re-install Win2K...Now the system does not shut down, only restarts. I have disabled auto restart in start-up and recovery. What else can I do?

Are you trying with the new DVD burner connected? Or is it behaving like this under its old (original) configuration?
 
Yes I am. I reinstalled Win2K with DVD burner connected. It works fine but computer does not shut down.
