Win2003 Clustering troubles

I'm forced to Migrate a 2000 web cluster to 2003. I need to set up the servers in a cluster (for replication and whatnot).

The machines are called WEB01-WEB17. I am using Windows 2003 Standard on all of them. I need the cluster to be initialized on WEB01.

When I go through the 'New Cluster Wizard' I get an error that says:
This computer cannot be added to a cluster because it does not have the correct version of Windows installed.

What version of Windows needs to be installed to create a cluster?
 
The Enterprise version support clusters. Standard version does not.
