Win2000 & TCP/IP stack

I just installed windows 2000. My application programs are not able to create or bins to sockets. Basically the TCP/IP stack is not functioning. I have network interface card too. please help me.
 
goto a command prompt and type
ping 127.0.0.1 and press enter

do you get a response??
if yes then the stack is configured properly and the fault may lie in the cabling
if no then odds are tcp isnt configured right
