Is there a way to restore windows 2000 to a previous fully functional state like Winme and win98 restore feature.

No (and win98 doesn't have a restore feature either). The nearest equivalent is the repair function. Create an Emergency Repair Disk (ERD) - use the 2k backup functions - its option on there. To use, boot from 2k install CD and choose repair option (not using recovery console). It may work without an ERD but often can't find the installation if you try this. If you need to 'restore' now and haven't got an ERD and reapir won't find installation, then you'll need to do a reinstall (if you need to retrieve & save data, you can try putting drive in another PC & backing up from there, or installing on top of or parallel (eg, install to winnt2) to existing installation.

What about the LKG? (Last Known Good) Did you try this?
