WIN2000 CPU Usage Has 100% Always

My CPU is at 100% usage. I know that the computer was shut down by the surge protector by accident. When I went to turn it back on I received some error messages form some things I have loaded. (Instant Messenger, Kazaa, etc). So I unloaded everything that was ever download and the problems still exists. I tried to load in safe mode and once I click on something the cpu usage will go to 100%. If I try to click on an anything, I will get not enough memory to run this process. I have a 700 processor and 128MB of ram. Please help ASAP. I was thinking about wiping it clean, but I wasn't sure if that would help. also I do have road runner as my ISP.
 
Right click on the Start Bar, and pick "Task Manger..."

Click on the Processes tab and sort by CPU by clicking on the column header. That will show you what is sucking up the CPU. Tell us what the program is. We can continue from there. Mike Wills

Try to see if the application you deletet is resedint in you registry if so delete than restartyour pc.
the pc is trying to surch for a nonexicting apps.therefor itsusing all of the resourcess or you might have a viruis.
