New desktop with Windows XP reports updates were not installed for KB898461. This looks to inhibit other updates from being installed (IE 6 not updated to IE 7).

There is a file in the Windows\System32 folder called
spupdsvc.exe. Rename this to spupdsvc.old, reboot, and try to install the update again. It worked for me.

Have a look at some of these and see if there is any help in them?

You cannot install software update 898461 in Windows XP

And remember the old fashioned idea of disabling virus scanners and other similar type security programs while installing software.

898461 is the Package Installer, which is used for most of the other updates for Windows XP. That makes it mandatory to install most anything else released after about 2005 or so.

Are there any error messages or the like produced when trying to install this update?

You can try this, too.
Try renaming the SoftwareDistribution folder:

Click Start, Choose Run.

In the Run box, type: services.msc

Click OK.

Right-click the Automatic Updates service.

Click Stop.

Stopping the service will take a moment.

Now rename the "SoftwareDistribution" folder:

a) Click Start, click Run, type

%systemroot%

...and then click OK.

b) Right-click the SoftwareDistribution folder, and then click Rename.

c) Type SoftwareDistribution.old and then press ENTER to rename this folder.

Now click Start, and choose Run.

In the Run box, type: services.msc

Click OK.

Right-click the Automatic Updates service.

Click Start.

Starting the service will take a moment.

NB - You will lose your update download history but this is not that important compared to not being able to download the updates!

Now Try WU website again.

There was no error message other than unable to install KB898461.

The suggestions on the KB 916246 article with rename of spupdsvc.exe did the trick.

Thanks
