win xp "read only" problem

I installed win xp on my new machine and every folder has a half-checked (faded check) on the read only of the folder attributes.

I change it and when I check it again it is back to the half-checked read only.

This is a problem in that I cannot write to any access db from my web page. Anyone know whats going on? and how to fix this?
