The nic card is 3com905c - TXM, it will not release and renew the ip address. The error is as follows "This operation failed as no adapter is in the state permissible for this operation." My question is what causes this and possibly what is a fix?

A corrupted Winsock service stack causes this.

Use this utility to rebuild yours:

http://members.shaw.ca/techcd/WinsockXPFix.exe

Note: AdAware 6 Pro if you are using it is known to corrupt your Winsock stacks.
