Can I create a start-up 3.5" floppy?
and / or a CD?

Q305595 - HOW TO: Create a Boot Disk for an NTFS or FAT Partition in Windows XP

If you mean a MS-DOS Startup floppy, use an old 98 or ME one, or create a slightly less functional one (no CD-ROM support) available via the Format a Floppy procedure in XP.
