Win XP Home/IE6 Switch User Problem

I have two users set up on Win XP Home Edition. I can connect to my ISP and use Outlook Express on one user, switch to the other and use it there too, without redialling, and OE open in both.

When I use IE6, the first user is okay, but when I switch to the other, it fails to open the home page, even when the app is shut down on the first user. I have to log out of both and log back in, and only the first user logged in works. Redialling makes no difference.

Any ideas? Is this a known issue?
