I am running WIN ME on an HP machine, and when I start the computer it starts to load then freezes. I tried to start it in safe mode and it still freezes. I tried to use the restore disk and nothing happened. I get a message telling me that there is a problem with the registry. Would doing a disk scan help this problem? If so, how do I get there with out ME loading? How can I fix this?

See if you can boot from a startup disk and go to safe mode and try to do a system restore. Also do a scandisk and defrag in safe mode. Hope this helps you.
