Win ME fails to shutdown

I have upgraded my home PC from Win98 to Win ME, now when I try and shutdown it reaches a blank screen with the cursor blinking in the upper left and thats it. I end up turning it off and when I reboot I always get the improper shutdown message. It is a P4 2ghz with an MSI 845 Ultra mb.
Any ideas? Thanks.

Close out of all your applications. Press ctrl + alt + del at the same time. A close window window will appear. In the window it will show all of your programs that are running and the ones background. Click on each program and click end task. Do this to every program except Explorer. Then try shutting down. If your comp. shuts down properly you know it is a program that is giving you a problem. If that is the case you need to find out which program is causing your machine to hang durring the shut down proccess. If you go to the run command and type msconfig and goto the startup tab you can manually stop cetain programs from starting up when your computer boots up. If it happens every time you shut down it is usually something in there that is causing the issue. Hope this solves your problem.
