Win ME Dialing Problem???

Hey I was wondering if any of you have had or seen a problem with Win ME not connecting half the time or connecting and then dropping off after about 2 seconds of being online?? My computer was upgraded to ME and it has been doing this for awhile. Does anyone have any ideas??
