Win FIOL 5.1 unable to change com port?????

Hi,

I assume that my COM2 port of the pc is out of order and trying to connect MD-110 (Win fiol 5.1-Win XP) to my COM3 serial port(its PCI express card which has two exit serial ports(COM 3 COM-4).
I simply change in com settings the port from COM2 to COM3 and performed computer reset to be certain, but i get no response from MD-110 (Pressing F-5 and MD asks me the password in normal conditions).
I am using also DECT system in my COM4 port and put it alternatively in COM3 to be certain that port function well and get normal response. Also try the Dect in COM2 and didnt get response, so i am certain that COM2 is out of order.

Remote user also made successful connection, through modem, to my both entries of IPU verifying that they are both functional.

Please advice

Update

Used my old pc which have two serial ports from motherboard and are fully functional and tested.
Try in COM1 with no result and Fiol giving a trying for some seconds before it quiets.
My Dect system is using COM1 serial normally and connects to its CPU....

Any ideas??????

Is it possibly the filter before IPU????? We had a weather storm in the days that proceeded so i assume this has a relativity maybe.
