HELP! what is this error? "setup cannot load a required library (ox138b)"

trying to load win98se on newly formatted HD. Setup disk is good, have used it to load other machines since..

A dynamic link library file on your Windows CDROM?? Try cleaning your Windows CDROM by wiping it with at clean cotton cloth from the inside edge outward. Sometimes CDROM's get dirty and your reader won't be able to access all of the files. Just a guess.
