Win 98 startup problems 1

I reformatted and partition the hdd with maxblast plus,and
install win98se using win 98se boot disk .After I reboot I get
the promt screen so, I reinsert the boot disk to get to safemode but I I can't get into safemode what I get is
[ windows is by passing your setup files]
Please help any and all avice will be greatly appreciated.

Do not insert the boot disk when selecting Safe mode from the Startup menu.
