Win 98 keeps rebooting while installing p&p devices

Can someone help with this problem. I have assembled a system from spare parts. everything works and I can install windows 98 onto the hard disk. But when windows starts for the firt time it gets to the "found new hardware" then goes to install the drivers and just reboots.I have left it running and it just goes round and round in the same routine of restarting at this point.
My Question: Can I by pass windows search for p&p devices at start up? (win 98 will boot in safe mode no problems)
I suspect that it is finding devices on motherboard and trys to install it. I have the motherboard install disk, but I don't get a chance to install it!
I have tried: different graphics card, new power supply,CD drive, RAM. I'm getting close to using a hammer!the ultimate "cure all" driver!
 
You can disable it on some M/Bs.

Try putting the M/B drivers on in safe mode. Or possibly run setup from the M/B disk or CD.

Sounds like the resident drivers are recognized as defective on the next boot.
