Win 98 Hangs at desktop wallpaper

Hi.. I was having slight problems with windows 98 so i decided to reinstall windows 98. now it hangs at the desktop wallpaper. any ideas why?

Was it a complete re-install with reformating of the hard drive?

Can you start in safe mode?

Have you use the step by step confirmation to find out if that can detect the problem?

Is your AV up-to-date and have you checked for viruses?

Have you checked for spyware?

dont format the c: and just reinstall 98 you might be missing explorer.exe
