WIN 2K W/MS OFF 2K ON A NT4 N/W

HAVE SETUP A USER STATION W/WIN 2K OS AND HAVE INSTALLED
MS OFF 2K. HAVE INSTALLED MS OFF 2K UNDER THE ADMINISTRATOR LOG IN. WHEN LOGGED ON AS ADMINISTRATOR I CAN OPEN THE SAMPLE JPEG FILE UNDER 'MY PICTURES' WITH MS PHOTO EDITOR.(ANY JPEG FILE FOR THAT MATTER). WHEN LOGGED ON AS A 'RESTRICTED' USER, ATTEMPTING TO OPEN A JPEG FILE WITH MS PHOTO EDITOR SYSTEM GENERATES ERROR MESSAGE INDICATING
UNABLE TO READ FILE FORMAT. ANYBODY HAVE A SUGGESTION.

Is file under My Pictures in Administrator's profile? Maybe that user doesn't have permission to access that file even though the error doesn't suggest that.

You probably already know this, but never hurts to brainstorm. Good Luck...Aint this fun!

The sample JPEG file is listed under both the Administrator and user profile. I suspected it's a sample file installed by W2K under the 'My Pictures' folder. Cannot find an indication that there is a restriction to open the file by the user. When I open the 'My Pictures' folder it indicates 'Owner: Everyone' with the sample file listed.
Cannot open any JPEG file that is copied to the user account. Help--!!
