Win 2003 server and Pervasive V8

HELP HELP

I have a Win 2003 for Small Business server machine that I installed Perv V8 on, and relational engine can't function. Service runs fine, but creating ODBC databases doesn't work. From Control Panel->Admin->ODBC, System DSN, Add button, Pervasive Engine selected, system tells me I don't have access to make or set anything.

then (going past that) I try to create a database and it fails.

SYSTEM user DOES have full access to the folders C:\PVSW and also the Pervasive Software reg key.

Nobody (including Pervasive) seems to have any idea.

I installed same Pervasive on ANOTHER Win 2003 machine, at different site. SAME PROBLEM!!
However, I did install on a 3rd Win 2003 system and everything works fine.

Anybody know what's going on with the Win2003 security that's causing this? ODBC access or something like that?
 
Sounds like a rights issue. Is this a Terminal Server? If so, did you install at the server (rather than a TS session)?
Also, what is the exact error message? Does the Create Database Wizard from the PCC work?
Does SYSTEM have access to the Software\ODBC key (both HKLM and HKCU)?
