Win 2000 Server Workgroup question

I know it's preferred to run win 2000 server as a domain, but I have a question regarding running it as a workgroup.

We are running about 12 computers on win 2000 pro on our workgroup and win 2000 pro running as a file server. As you probably know it has a 10 connection limitation. I have a 25-user version of win 2000 server, and if I set this up as a workgroup, will it still have the 10 user limitation or will it allow up to 25 in workgroup mode?
