WIn 2000 and Win 98 client

I have a 2000 server setup as vpn. Win 98 clients could connect as long as my internet IP for the server was obtain automatically. I got a static IP for the server and now Win 98 clients can connect but I can't map any drives. XP home works fine. It appears that the client is being assigned an address I can see that through Routing and remote access but no drive mapping. Say resource is not there.
Can anyone help?
