will cs1000 work for a 911 center

Have a cs1000 and we want to impliment some phones for the 911 center. We have been told that the 2616's are end of life and we are not to use them in a 911 center. 3900 series phones are not practical because of the amont of keys available for this 911 center. I am sure a cs1000 is used in a 911 center. Looking for a solution to which phone would work best!
