I have an old S8500B which is out of commission and an S8500C with a bad SAMP board. Could I put the old SAMP on the C and it work. I am still trying to source a SAMP for a C, but it was just a thought.
SAMP boards are interchangeable.
servers with certain loads require certain modems and certain SAMP FW in order to communicate between the server and the SAMP and from the SAMP to the usb modem that plugs into the SAMP.

what is your SAMP FW and what type USB modem are you using?
