Will 64K having traffic cause host unreachable

Hi,
I'm currently running the exchange 5.5 on a HPNetserver LC2 with the RAM size of 192MB. CPU is PII 266. My platform is NT4 with SP6.
I link to internet using 64K lease line. If my mail server is busy sending out mail. Will my mail server not able to recieve mail from the outside(other party) at this moment. Will these cause the sender server prompt a "host unreachable" to the sender that try to send email to us?

It shouldn't use 100% since it is waiting for confirmation packets on the outgoing thus the incoming message would sneak in as well. Dan
