wifi and usage policy agreements question

Hi

I'd like to mimic what a lot of hotels and cafes do to force users who connect to their public wireless networks to accept a web-based Internet usage policy agreement before proceeding to use the connection.

Setting up the wireless network is easy enough, but what's involved in displaying and enforcing the usage agreement?
