Wierd things happening with browser.

I'm running XP Home on a DSL link. I downloaded a file from a site that I visited. Somehow it changed my startup homepage. Everytime I go into Internet options and change the startup homepage to something else, at some point it gets changed back. This occurs whether I reboot or not. I located the folder that was created when I installed this file and deleted it. The folder keeps somehow being recreated. I even went into regedit and searched for every occurance of the folder's name (MS-Connect), and then deleted the line. This didn't work either. The folder justs keep getting recreated. Could someone be doing this from the Internet? Please offer some advice on what steps I need to take to correct this.
