WIC-2AM Problem

Hi, I have a problem with wic-2am.
Line0 work properly, but Line1 not respond. I can ring from line1, if I give ATA command when was a call Modem hangUP and connection proccess begin normal. Configuration of L0 and L1 identical.
Is it a hardware problem?
