Why would workstation engine run instead of workgroup 1

We have 2000i workstation and workgroup installed on on workstations because normally they are to connect to the server but if for some reason the netowrk is down we need to be able to run offline and the workstation is supposed to open. I have lately been getting some locations popping the workstation engine up when opening the application even though the network is fine. Unfortunately, the server engine and the workstation engine do not play nicely together and cause 025/3014 errors if they are both kept running.
any ideas?

Have you gone into the setup and set the option to Try Server then workstation. I had similar problems at one point and had to verify the workstations to make sure they were set that way.

Is that a client setting on the server or is it something to set on the individual workstations?

The individual workstations will have the Pervasive control panel installed. Go into the workstations and change it there.
