Why won't applets run on my system?

In an attempt to run applets on my Windows ME computer, I downloaded the html converter from Sun Microsystems and unzipped it and installed in on my computer. But when I try to execute an applet from JBuilder4 it says
"could not find the main program. program will exit"
What to do ?
